In 1930s Pittsburgh, orphaned Lewis Carter and his ragtag gang of friends face new dangers and challenges when their hideout is threatened by floods and people experiencing homelessness start mysteriously disappearing from the streets. As the gang goes all out to investigate, the evidence once again seems to implicate the steel tycoon who had Lewis's father killed.
